When a surgeon has 3 surgery take them out of the GP office. I finished this level off with 5 surgery rooms lining the southern wall of the south east building. Surgery takes a while and you won't have much time to spare.

Use a larger reception room in the building to the west (upper one) later, with 5 assistants later. I usually put my reception in the top corners of the main room. Get a second gp when your first one starts to get overwhelmed. Make sure you use marketing to get skilless staff or staff with the specialties you need. Move other rooms and make them nicer as you buy additional wings. That main room will eventually have 10 GP offices.

First room to build when you exhaust diagnosis is a power ward. In first room build gp, gd, marketing, small restroom, small but high prestige staff room and research. I don't know how much a motivation skills makes it faster, I don't use it much in my doc/nurse staff. Spend some time following a patient or a staff and see if they loose time navigating around stuff or going to other places.

Do your patients have to go too far to find restrooms and food/magazine stand? If either have to go too far to find all of that it means delays so it's good to have all surgeries next to each others and next to all that is needed. How many doctors with surgery do you have for those 6 rooms? I'd have 8 or 9 myself so that it covers breaks and some time away for training. First question, how many change stalls do you have? Have at least two otherwise the doc, the nurse, the patient have to use it whenever they get into/out of the room and having two will cut that time.
